I have always found Fix My Street very effective at getting the council to sort out rubbish abandoned by others. I wonder if it will work for this

I always assumed it was CP. Live in Byne Road and we barely get signal and seem to lose it every time a plane goes overhead - thankfully planes over Sydenham are a rare occurrence

If the cash was presented and not taken the ATM will retract the cash that is not taken, it puts it into a separate part so it can be identified. Depends on ATM but over 30 seconds and the ATM gets anxious and wants to take it back usually. So assuming this is what happened the ATM will be over when...
