I always order Chinese from my local take away, which is 60 seconds down the road (30 seconds further than the pub), and I ring them up beforehand to place my order for a specific time, long enough away to let me drink a pint on the way.

The Forest Hill Mural - if I'm not mistaken, was on the bridge under the railway, yes?
that road is the south circular, and is TfL road, so road owner - TfL, Bridge owner - Network Rail - therefore actually nothing to do with Lewisham at all, at the end of the day, they had little ability to say no.

I've looked at other CDs, and the one thing in common is that they all usually have quite a bit of text on them, copyright stuff, and the name of the album, etc. so I'm leaning towards this being a moody copy.

I think the rules are fairly clear.

if there is a central island it counts as two crossings. If it's staggered it counts as two crossings.

anyone operating a business on the public highway needs to have a licence to do so. so for instance a cafe that has seats outside, needs a licence, and if the licence is granted then they can do that. In an ideal world, all roads should be patrolled by parking enforcement officers, who should ticket illegally parked vehicles (double yellow parking, etc) . both the golden lion and the dolphin have outdoor seating front and back now, so the only reason to sit outside on the road side would be if you wanted, or didn't want, the sun, depending on time of day.
most people wouldn't want to sit next to the main road though.
