At least a good proportion of the fly-tipping is provably and unquestionably theirs, ie knackered hubcaps and car parts and take-aways right outside the shop. Yes... they've always been a problem, but it's gotten much, much worse, and the council just turn a blind eye. To be perfectly honest, it's an easy job - you could do it yourself. If you haven't got the manual then try Googling, but essentially it's just connecting a red hose and a blue one.
