It's quite obvious from that that there is a stack, the Northern most point of which is directly overhead. That would explain some of it. Whether that's new or not I don't know. If left long enough, purelake will claim that the building is now in such a bad state of repair that it's unsafe and will need to be pulled down for safety reasons - if this happens then they should be liable for complete rebuild of the pub! I can't disagree with that. If there were markets on every high street as there seems to be in France and Italy then Oliver's point would be valid and we'd all be able to feed a family of four for 50p a month.
