Thinking about it I'd rather not understand what's being said. Have you ever got on a 122 from Lewisham on a school afternoon? Not only do schoolkids (mostly girls) talk complete and utter crap but the volume is ear shattering. Innit.

It looks like a ban is not the likeliest option open to the community but removal of the bench may be. That's because a ban, as well as unjust, would be nigh impossible to establish in law.
