I did one of these a few years ago. I'm excluding Kirkdale but including our Retail Park which in my opinion was very poorly planned as it does not retain trade for more than a few mins, due to lack of variety. It's about time we started getting stuff that will keep people around for business (I'm thinking families) rather that Sydenham being a cut through to other areas

Maybe fines imposed on the businesses that are dumping would pay for it. Also some councils now have spot fines for spitting, gum etc.
