Does anyone know where the nearest proper art shop is that sells large sheet paper and foam board?

P.S. I'm surprised that in an area that, supposedly has a lot of artists, there doesn't appear to be anywhere to service that market nearby.

As you've found what you need this is probably irrelevant now but you could always try Cowling & Wilcox in future....they have a branch in Camberwell, so not too far away (see below, from their website):
