And shifting the tax burden to a less progressive tax system. Lewisham get the blame, the rich get the benefit.

As far as Council Tax is concerned, you have been paying the same and getting less, because Central Government has consistently cut local government funding. So, if you want more, either the Government gives the council more or the council puts up council tax. At least Council Tax has a vague link to otherwise untaxed wealth.
